First, make sure all water is off inside house.

Check to see if leak detector is moving. 

If Leak detector is moving you have a leak.

Shut off your main valve leading into dwelling.

If Leak detector stops the leak is past the valve

If leak detector is still moving, the leak is between meter and valve.

Customers are responsible for leaks beyond the meter
